Under the canopy around the Country Club, the valleys and the pocket behind a chimney are where most leaks start, because packed leaves hold moisture against the metal for months. That failure is local, so it is usually a repair: we cut out the rotted valley metal, replace the underlayment beneath it and close it up.

Closer to the river and the inlet, around Riverside Oaks and Country Club Point, the pattern changes. Vent collars, wall and chimney flashings, valley metal and drip edge thin out together from salt in the air, all over the roof rather than in one spot.
Patching the place the water showed does not cure that, and we will tell you when what you are looking at is a worn-out set of metal rather than a single bad detail.
Water travels along battens and rafters and drips wherever it finds a gap, which can be a room away from where it entered. Working back from the stain is how a roof gets patched again and again and still leaks.
We read the perimeter, valleys, collars and flashings first, open the covering at points chosen for what they will show, and photograph each one so the repair is named against a picture.
The repair runs to where the surrounding roof is sound. Rotted valley or wall flashing is cut out and replaced, not sealed over, and the underlayment beneath it is renewed before the covering goes back.

Tequesta and Jupiter Inlet Colony are two small permit desks that run differently. The Village of Tequesta files through BS&A Online from its Building Department at 345 Tequesta Drive, with fees set by job value. Jupiter Inlet Colony uses My Government Online, books inspections by 5 pm for the next day, and sends major renovations to its Building and Zoning Committee before a permit application is made.
Both sit in the 170 mph band and the wind-borne debris region. The village says certain low-lying neighbourhoods are subject to considerable flood damage and publishes its own flood map with live Loxahatchee River tide gauges. Tequesta's median home dates to 1977; the Colony's dates to 1989. In both towns our re-roofs carry a self-adhered secondary water barrier over the deck.

Hire a licensed roofing contractor instead, and check the licence number before anyone climbs up. A leak rarely enters where it shows, so a patch over the stain area usually misses the valley or flashing that is actually letting water in, and sealant smeared on salt-worn metal lets go again.
A roofer traces the entry point, photographs it, and knows when the repair needs a permit from the Village. Ours is a state licence, and the number is in the introduction above.
Often both: a storm finds what had been wearing out for years. The metal either side of the entry point tells the story, because fresh damage looks different from flashing that salt has been thinning for a decade or a valley rotted under old leaves.
We photograph both sides of the entry so you can see which kind of failure you have rather than take our word for it, and the written repair price follows from those pictures.
It depends on whether the failure is local or general. One rotted valley or a failed chimney flashing on an otherwise sound roof is a repair, and we will do it.

Anything beyond genuinely minor work does, and it goes to the Village of Tequesta through BS&A Online. The Village publishes what a roofing submittal must contain, so a complete package moves and an incomplete one waits.
Where a repair grows into re-roof territory, the 8th Edition code's secondary water barrier requirements come into play. If the house is in Jupiter Inlet Colony, the Colony's own building department issues the permit instead.
