The typical Jupiter house is old enough that in Admirals Cove and Jonathan's Landing the original tile often still sits on its original underlayment. The tile may look fine from the driveway; the layer beneath it is what keeps the water out, and it is the part that fails with age.
We lift tiles at the valleys, the eaves and around penetrations to see the underlayment, and we photograph what we find. That is how we tell a roof that needs a few tiles from a roof that needs a new waterproofing layer under all of them.
On clay barrel tile, sound pieces can be lifted, stacked and reset over new underlayment and new flashing, which keeps the look of the street and saves the cost of new tile. It works when most pieces are unbroken and matching replacements exist.
It stops when the clay is brittle, a profile has no match or too many pieces would break coming off. Concrete tile roofs are priced as new tile.

Salt air reaches Jupiter roofs from the Loxahatchee River and from the Atlantic at the inlet. Under a tile roof, the parts that corrode are the valley metal, the drip edge, the wall flashing and the fasteners, not the tile itself.
For homes near the inlet, along the Intracoastal or on the beach we specify those metals for salt exposure and fasten to the higher wind band the town applies along the coast. Inland, toward Jupiter Farms and Indiantown Road, a standard specification does the job.
Either way, the tear-off shows us the deck, and a secondary water barrier is sealed to it first.

Along the beach, the Intracoastal and the Loxahatchee River the design wind speed is 170 mph; inland it drops to 160 mph. The flood maps changed in December 2024, and the town says the new lines reach low-lying streets and canal and lake lots, not just A1A. Look under the tile, not at it. A few cracked or slipped tiles with sound underlayment beneath them is a repair.
Underlayment that is brittle, torn or gone at the valleys and eaves is a replacement, because water is already reaching the deck and every repair from then on is temporary. Age alone does not decide it; a house in Jonathan's Landing may have been re-roofed once already.

Bring the association's current written requirements to the inspection and we propose a tile that fits them; if a match to the existing profile is what the rules want, we source it or explain when a discontinued tile cannot be matched. The Town permit through JCDS comes after that approval, not instead of it.

The deck, and how the old roof treated it. Once the tile and underlayment are off we see soft or rotted sheathing, usually at the eaves and around chimneys and skylights, old nail patterns and any earlier repair that was covered over.
Every board we replace is photographed and listed against the allowance in your proposal, so nothing is added without your authorization. Then the deck is re-fastened, the secondary water barrier is sealed to it and the new underlayment and flashing go on before a single tile does.
