On a shingle re-roof here the old layers come off to the deck, the deck is re-nailed, the self-adhered secondary water barrier we specify goes down (the code allows more than one method), new drip edge and flashings follow, and the shingle is fastened to its product approval for the wind band. The choice changes the price, the weight and the years you get, not the permit route.
