A summer storm off the lagoon drives rain sideways, and it reaches the roof-to-wall joints, the edge metal and the pipe penetrations before the middle of a slope. We start at those details, check the attic where there is access and trace the stain back to where the water gets in.

On the mainland, any permit a repair needs goes to the City's Building Services Division.
For work in Riviera Beach, confirm requirements with the building department responsible for the property and complete any required historic or HOA review before ordering materials or beginning work.
The City of Riviera Beach issues the roofing permit from its Building Services Division on West Blue Heron Boulevard, through the Permits and Zoning Portal. The lobby opens Monday to Thursday 8 to 4 and Friday mornings; inspections can be booked up to three business days ahead. The building official is also the city's floodplain manager, and the city publishes its own flood zones map.
Palm Beach Shores, at the south tip of Singer Island, is a separate town with its own permit and clock: work Monday to Saturday, contractor vehicles off the island by 6 pm.
Singer Island and the port frontage sit in the 170 mph design wind band; the mainland west of the lagoon is 160 mph. The whole city is in the wind-borne debris region.

It depends on what the water has reached, and you see the price in writing before any work starts. A cracked pipe boot or a lifted wall flashing on a sound deck is a small, defined repair; wet deck boards, a rebuilt valley or rusted edge metal on a lagoon-side roof cost more.

Only if the repairs add up. If repairs, replacements or roof recovering cover more than a quarter of a roof system or section in any 12-month period, the code generally requires replacing or recovering the roof covering across that entire system or section to meet current code requirements.

Call the association first, because on a condo tower the roof and its repairs usually run through the manager and the association's engineer.
