On this island a leak is usually a metal problem wearing a covering. Tile and panel hold up in salt air; the valley metal, the wall and chimney flashings, the collars around vents and the drip edge do not, and they give up quietly while the roof still looks sound from A1A.
On a condominium there is a second complication: water travels a long way under a low-slope covering, so the unit that reports the leak is rarely above the failure. Either way, starting at the stain is how a roof gets repaired three times and still leaks.
We read the perimeter of the whole roof, then every valley, collar, flashing and cap, then open the covering at chosen points to see the underlayment. You get the photographs, so the diagnosis is something you can look at rather than something to take on trust.

Fixing a leak in Highland Beach
A tower leak and a house leak differ
On a condominium deck water gets under the membrane at a seam, a termination or a seized drain, then runs the slope to wherever the deck is low, so the unit reporting the stain is seldom under the entry point. On a tile house on Bel Lido or Byrd Beach the covering is almost never the fault; it is the valley metal, a wall flashing or a collar that salt has eaten while the tile above it looks new.
We hunt the two differently. On the deck we flood-test from the drains outward.
On the house we read the perimeter and every run of metal, then lift tile where the reading points.
One road in, one clock on the work
Highland Beach is a single road with the ocean on one side and the Intracoastal on the other, so every ladder, lift and load of tile comes up the same way and parks in a tight spot. The town also writes its working hours into code: weekdays from eight in the morning to six in the evening, Saturdays shorter and with no dumpsters, concrete trucks or dump trucks, and nothing on Sundays or holidays.
When water is coming in, the first job is a temporary cover to hold the inside dry; the permanent repair is planned to land inside those hours.
Salt finishes the metal before the wind does
After weather the piece that went missing gets the attention, and it is the least of it. The reason it went is that the salt had already thinned the metal holding it, and the same salt has been at the run beside it on every face of the building.
Patch the gap alone and you have booked the next repair. So a storm call here is a walk of the whole perimeter, tower or house, with a photograph of each edge, each valley and each termination, and a scope that lists what has failed on one side and what is close behind it on the other, priced separately so you choose.
What a repair costs on this island
Most repairs we signed across Palm Beach County last year cost between about $1,500 and $4,800, with the middle around $1,800. Here the low end is a collar, a length of drip edge or a wall flashing on a house, or a drain and its clamping ring on a deck.
The top end is a valley rebuilt under lifted tile or a run of terminations reworked on a tower. Florida's quarter-roof rule can also limit how far a repair goes; the inspection checks whether it applies.

Highland Beach runs its own Building Department at 3616 South Ocean Boulevard, and every contractor registers on the town's MyGovernmentOnline portal before filing. The town has published no review time for roofing permits, so we do not quote one.
The working calendar is written into town code. Weekdays run 8 am to 6 pm. Saturdays run 9 to 3 with no noise carrying across the lot line and no dumpsters, concrete trucks or dump trucks, which means a tear-off is staged Monday to Friday. Sundays and holidays are off.
The whole island sits in the 170 mph design wind band and the wind-borne debris region. The code sets the secondary water barrier rules for a re-roof and permits more than one method; we seal a self-adhered barrier over the deck before the new roof goes on.

Roof leak repair questions in Highland Beach
The leak is in my unit. Do I call the association first?
Yes. In a condominium the roof is a common element, so the association owns it and holds the permit, and the manager needs to know before any roofer sets foot on the deck.
Ask them for a survey of the whole roof rather than a patch above your ceiling, because on a low-slope deck the water has almost always entered somewhere else and travelled. Meanwhile move what is under the drip, put a bucket down, and photograph the ceiling for the manager.
Why is the stain nowhere near where the roof is damaged?
Because water on a roof does not fall straight down. Under a membrane it runs the slope to a low spot or a drain before it finds a seam to drop through; under tile it rides the battens and the rafters until it meets a gap in the underlayment.
Either way the mark on the ceiling is where the water finally dropped, not where it got in. That is why we read the perimeter and the metal first and treat the stain as the last clue, not the first.
Can you repair a leak on a Saturday in Highland Beach?
Only within what the town allows. Saturday work runs from nine to three under the code, with no noise carrying across the lot line and no dumpsters, concrete trucks or dump trucks, so a flashing reset or a drain rebuilt by hand can happen and a tear-off cannot.
Sundays and holidays are off entirely. If water is coming in outside those hours, a temporary cover holds the inside dry and the permanent repair is booked inside the weekday hours the town publishes.
Will the repair tile match my roof on Bel Lido?
On sound clay barrel tile we can detach and reset your own tile around the repair; for other tile, the written scope says what is reused and what is new. Where new tile is unavoidable we buy to the profile and the colour family rather than to what is quick to get, and we say up front if the wait is long.
On a tile roof of this age it is usually the underlayment and the metal beneath that need the work, not the tile itself.
