It sets its own conditions, so confirm eligibility with the program first; our written price lists those roof items separately so they are easy to match.
We do not recommend it here. A second layer hides the deck and the edge metal exactly when both need checking on a roof this close to open water, and the self-adhered secondary water barrier we specify belongs on a bare, checked deck.
We strip to the deck, photograph what we find, replace damaged boards at the stated rate, and then build the new roof up from a clean, sound surface.
