That is unusual, and it is a good rule. An adhesive-set tile roof is held down by foam rather than by fasteners through the tile, and whether it was set properly is invisible once the roof is finished.
Testing is the only way to know. What it means for you is practical: the testing agency, the test and the report are lines on the estimate and dates in the schedule, so a tile quote here that does not mention any of them has not priced the job the town will permit.

Tile is heavy. It arrives on pallets by truck, goes up by lift or conveyor, and the old roof leaves in a dumpster, which is where Highland Beach's calendar comes in.
Town code sets weekday working hours, allows no dumpsters, concrete trucks or dump trucks on Saturdays, and closes Sundays and holidays. So a tile tear-off here is a Monday-to-Friday job: the old covering comes off, the deck is repaired and dried in with the self-adhered secondary water barrier we specify, and the pallets are landed, all inside the week.

It is a sensible rule for a foam-set roof, because the adhesive is hidden under the tile and nobody can see afterwards how well it was applied.

The single-family streets of Bel Lido and Byrd Beach are where the town's tile lives, on houses from the early eighties sitting between the Atlantic and the Intracoastal. Salt reaches them from both sides, so the tile is rarely the trouble; the valley metal, the wall and chimney flashings, the collars and the drip edge beneath it are.

It depends on the tile. On clay barrel tile, when enough is whole and the profile can still be matched, lifting it, renewing the underlayment, flashings and fastening beneath, and resetting the same tile with new pieces in the gaps gives you a new roof under a familiar one.
Concrete tile is priced as new tile over new underlayment, and when too much barrel tile is cracked, or the profile is no longer made and replacements would show, new tile is the right call. The count happens at the free inspection, and both prices go on one sheet, uplift test included.
Concrete and clay tile are mineral products and salt does little to them, so the tile on a Highland Beach house often outlives two sets of the metal beneath it. Ordinary valley metal, drip edge and flashings on a strip with water on both sides are the parts that fail, and they fail out of sight.
That is why the metal grade is named line by line on our estimate, and why a lower quote with unnamed metal is usually a shorter roof, not a saving.
