A resident several storeys below sees nothing at all, and a manager visits the roof when something has already gone wrong. So on a building along this strip the honest starting point is that the condition is genuinely unknown until somebody surveys it properly, and that what is found is frequently older than anyone expected.
The survey itself is straightforward and costs nothing. On a flat deck the roofer maps the roof into sections and works them in order, examining the field, every seam, every upstand and every one of the penetrations that plant, lift overruns, stair enclosures, aerials and davit supports create.
He checks each termination and length of edge metal, which on this coast fail before the membrane does. He clears and tests every outlet, because a large deck with a blocked outlet holds a serious weight of water.
He looks specifically at anything installed by another trade, since kerbs without upstands and supports bearing on the membrane are the commonest findings. On a tall building the roof is out of sight and out of routine, so problems accumulate for years without anyone reporting them. That is not neglect so much as architecture, and it is the reason a first proper survey on a building that has not had one often reads worse than a board expects. It is also why the findings are almost always cheaper to act on than they would have been a further three years later.

Each is surveyed and photographed on its own rather than as part of a general impression, because collectively they account for most leaks on these roofs and because a fault at one of them is specific, findable and fixable.

How does a survey help our reserve schedule?
By replacing an assumed remaining life with an observed one. Reserve numbers are usually built on the age of the covering and a rule of thumb. A mapped, photographed survey either supports that or corrects it, and a board that can point to evidence is in a far stronger position with owners than one relying on a figure whose origin nobody remembers. Repeat surveys then show the trend rather than a series of separate opinions.
Can you survey while the building is occupied?
Yes, and it is far less disruptive than any actual work. A survey needs roof access and a couple of hours, arranged with the manager, and residents are generally unaware it has happened. That is precisely why it is worth doing before there is a problem, since the alternative is a first look at the roof taking place under time pressure with water already inside somebody's home.
What happens if you find something serious?
You get the photographs, an explanation of what it is and a written price, and nothing proceeds without the board's agreement. Genuinely urgent items are identified as such and separated from work that can reasonably wait for a budget year.
