Six districts here sit under the Historic Resources Preservation Board: College Park, Old Lucerne, Northeast Lucerne, Southeast Lucerne, South Palm Park and Old Town. Inside them a certificate of appropriateness has to be in hand before exterior work starts and before the Building Division will issue the permit.
The board's standard is that a replacement roof replicates the look of the original, and it held a house on North Ocean Breeze to that when the owner asked for a different metal. Tile back on a tile house is the easy case; we file the certificate ahead of the permit.
The district houses run from the First World War to the end of the forties, and under old tile we expect plank boards rather than plywood, nails that have lost their grip, and sometimes a second roof nobody mentioned. Once the deck is open we re-nail it to today's fastening schedule, swap any rotten planks and photograph everything before the underlayment goes down.
The city inspects the sheathing at that stage, booked the afternoon before. Board replacement is priced by the piece in your contract, so the figure only moves if the deck says so.
Clay barrel tile is what the Mediterranean houses in College Park and Old Town were built with, and it is what the board wants back on them. Concrete tile comes in the same barrel, S and flat profiles at a lower cost and a higher weight, so on a plank deck we confirm the framing before choosing it.
A French, or interlocking, profile suits the mid-century houses better than the pre-war ones. Under any of them the roof is the same: a self-adhered secondary water barrier over the re-nailed deck, new drip edge and flashings, and foam or screw attachment rated for your street's wind band.
We have put on about twenty roofs in Lake Worth Beach in the last year, about a dozen of them full re-roofs on houses, on South A Street, South B Street, South F Street, South L Street and North N Street, both Palmways, Dartmouth Drive twice, Duke Drive, 1st Avenue South and 15th Avenue North, plus three small commercial roofs on North Dixie Highway, North Federal Highway and Harvard Drive. Our records do not sort those by tile and shingle, so we will not invent a tile count.

This is our home town, and its permit desk is at 1900 2nd Avenue North. Permits are filed on the city's online application, with lookups and inspection scheduling in Click2Gov; the city takes next-day inspection requests until 4 pm. Because the city owns its electric utility, the service mast and weatherhead are coordinated with Lake Worth Beach Electric, not FPL.

Less than you would guess, because the lots here are small and the roofs simple, and more than shingle on the same deck. What moves the price is the tile itself, clay costing more than concrete; whether existing clay barrel tile can be reset over new underlayment or the roof takes new tile; how many planks the open deck needs; and whether the house sits in the higher wind band along the lagoon, from Bryant Park to Parrot Cove, which changes the attachment.
Financing on approved credit is there if you want it.
Yes, if the house is inside the district, and most of College Park is. The certificate has to be issued before the permit and before any work starts.
Putting back tile that matches the original profile and colour is normally approved by staff without a board hearing. Changing the material or the look goes to the full board, which has turned down a replacement that did not resemble the original.
Outside the districts, in Mango Groves or Eden Place, there is no certificate step.
On clay barrel tile, yes, if the tile is sound, and on an original clay barrel roof it is usually the right call; other clay profiles we assess and price separately. We lift and stack the tile, re-nail and inspect the deck, lay a new self-adhered underlayment, replace every flashing and relay the same tile, filling gaps with matching salvage.
The board likes it because the roof looks as it always did, and it saves the cost of new tile. If more than a scattering of pieces are cracked, or the clay crumbles when lifted, we price a full replacement beside the relay so you can compare on paper.
Inside a district the certificate is the long part; the roof work itself is the short part. Tile lead times run longer than shingle, so we order before tear-off and dry the deck in under the secondary water barrier, which keeps the house watertight while the tile waits.
Sheathing and in-progress inspections are booked with the city the afternoon before. If the service mast has to move, tell us early, because Lake Worth Beach runs its own electric utility and that appointment sits on a separate calendar.
