Usually not: we take the old covering off first. A new roof laid over an old one hides whatever moisture, soft decking or failed flashing is underneath, and the fasteners have to reach a deck nobody has seen.
Taking the old roof off lets us repair the deck, add the secondary water barrier and attach the panels to sound wood, which is what the wind band here calls for. If you have been quoted a recover, ask what happens to the layer underneath.
