Shingle is fine down to a limit and needs progressively more underlayment, carried further, as a roof gets shallower; below that limit the area is a low-slope roof and needs a flat-roof system regardless of what the neighbours have. A contractor who has not measured the pitch has therefore not established what he is quoting.
Once that is settled the rest is the ordinary list, with two items worth particular attention on housing of this age. The first is the deck, because a shallow roof spreads water across an area rather than dropping it at a point, so soft plywood tends to be found in patches rather than isolated sheets, and the allowance should reflect that with a stated quantity and a rate beyond it.
