Inland, with no salt to rust the metal, a Royal Palm Beach tile roof fails from the felt up. The underlayment tears where water runs slow: at the bottom of a valley, behind a chimney or a wall, around a plumbing boot, and under the ridge and hip caps where the mortar has cracked and let water under.
On the canal-lot houses in Crestwood, La Mancha and Madison Green the roofs are big enough that the stain can be a room away from the tear. We lift tile at the likely spots and follow the water uphill.
On a row of villas like the ones on Fairways Lane, the roof over the shared wall is the spot to watch. If one unit has been re-roofed and the neighbour has not, the flashing where new tile meets old is where water gets in, and it can show up on either side of the wall.
A repair there is flashed so neither unit leaks into the other, and the tile is matched so the row still reads as one roof.
We lift the tile around the entry point and stack it, cut out the failed underlayment or flashing, put in new self-adhered underlayment and new metal, and relay the tile with matching pieces where any broke. A small repair does not need a permit.

If the water has one way in and the underlayment elsewhere is sound, repair it. If the felt tears wherever we lift a tile on a clay barrel roof, resetting the same tile over new underlayment is the better spend; on concrete tile, felt that has failed across the field means new tile over new underlayment.
Either way the tear-off shows what the surface hid: soft decking at the valleys and eaves, old flashing cut short, mortar-only ridges. Those are corrected before the new underlayment goes down, and the scope names each one.
