That is what lets a board compare three prices honestly, minute the decision and answer an owner who asks why one was chosen. A single figure with a paragraph of description underneath cannot do any of that, whatever it says at the bottom.

We are a board getting three quotes. What should we compare?
The lines rather than the totals. Ask each contractor for the tear-off, the decking allowance with a quantity, the underlayment specification, the edge and valley metal with grades named, the flashings, the ventilation work, the covering, and the permit and inspections, each priced separately. Differences between quotes almost always sit in the decking allowance, the underlayment coverage and the metal grades, and those are invisible once the roof is finished.
How do you re-roof a building people are living in?
By phasing it and writing the phasing down. Sections are opened and closed within a working period rather than left exposed, material is staged where it does not block access, residents are told in advance which part of the building is affected and when, and there is a stated plan for weather arriving mid-section. It is ordinary work done in a considered order, and the plan forms part of the quote rather than being agreed on the first morning.
Is shingle suitable this close to the ocean?
Where it is what the building has and what the budget supports, yes, provided it is built to the exposure. The code requires a tighter fastening pattern and underlayment across the whole deck, and the edge metal should be specified for salt. Built that way it performs properly. Built to an inland standard it lifts at a rake in the first serious blow, and on a multi-unit roof that is a much bigger problem than on a single house.
When should an association survey its roof?
Several years before the reserve schedule says the money is due, and then periodically. A survey with photographs either confirms the assumed remaining life or corrects it, and both outcomes help a board plan. Replacing on a schedule is far cheaper and far less disruptive than replacing in response to leaks, and the only way to keep to a schedule sensibly is to know the actual condition rather than the assumed one.
