A board's hardest roofing question is when to budget for replacement, and the usual answer is an assumption about age. A maintenance record replaces that with evidence: photographs of the same mapped sections over several years, showing what has changed and what has not. That either confirms the schedule or moves it, and both are useful. It is the difference between a reserve number a board can defend and one it inherited.
- Hardware renewed in sections
On this coast the metal fails before the membrane or the covering does. A run of termination bar or drip edge that has thinned can be replaced as a section, cheaply, while everything around it is undisturbed. Left until wind finds it, the same component takes covering with it and the work happens at height under pressure. Catching it is the main practical purpose of an annual visit here.

Low-rise buildings carry far more penetrations than houses do: stair enclosures, mechanical platforms, conduit runs, supports, vents. Can maintenance be scheduled around residents?

Maintenance is far less disruptive than a replacement, which is another argument for doing it: a roof that is kept up is a roof that does not need scaffolding across the car park for a fortnight.

No, and no honest contractor will tell a board otherwise. Coverings and assemblies age on their own clock and the reserve exists for a reason.
