Weight, cost and fragility. Tile is heavy, so a house built for shingle may need its framing checked before switching.
It costs more to install than shingle, and on a big acreage roof that difference grows with the area. Tiles also crack when walked on carelessly or struck by storm debris, so repairs need someone who knows how to move across tile.
In return you get a long-lived, handsome roof that ages well inland, and the free inspection tells you whether it suits your house.
The tile itself outlasts the underlayment beneath it, so the working life of a tile roof is really the life of that hidden layer and the flashings. Inland, without salt working on the metal, the flashings tend to hold up well and the underlayment sets the timetable.

Often, yes, if the underlayment beneath them is sound. Swapping cracked tile is a routine repair, provided matching tile can be found and the layer under it still sheds water.
If the stain inside, or what we see when a tile is lifted, says the underlayment has failed, new tile on top will not stop the leak, and the options become a clay barrel reset, where the tile allows it, or a new roof. Repairs count toward the quarter-roof line, so we record the area we work on in writing.
The permit is self-issued through the county's ePZB portal once the tile's product approval checks out, and the file uses the county's tile re-roof form. Inspectors sign off the roof framing and sheathing, and the secondary water barrier on the deck has to meet the code method used before the tile goes on.
