A free inspection measures each section, tests its drains and scuppers, opens the covering at chosen points and examines every tie-in, then gives you photographs and a written price for the repair or for a new membrane.
Most of these leaks start where the membrane meets the tile above it or turns up a wall, and on salt-exposed ground the metal at that joint wears out first. Low-slope sections are priced on their own lines, since they are a different system from the tile, with a different warranty.

Few Gulf Stream houses are flat-roofed, yet many carry some flat roofing: a loggia, a pool pavilion, a garage, the link between wings, or a deck behind a parapet in the Core District. These sections were often added or rebuilt apart from the main tile roof, so they age on their own clock.
We measure and photograph each one separately, because a single rate across the whole house hides which part is failing and which is fine.
The leak on a low-slope section usually starts at the tie-in, where the membrane meets tile above it or turns up a wall, and a piece of metal and a termination bar do the work gravity does on a pitched roof. On ground with salt from the Atlantic and the Intracoastal that metal corrodes sooner.
We take the joint apart, replace the metal in a grade meant for salt, and rebuild the flashing into the tile, rather than coating over a detail that has already failed.
Behind a parapet, water leaves only where someone built it a way out: a scupper, an internal drain, a cricket against the wall, a slope in the insulation. Where those are blocked or too shallow, water stands for days and finds every seam.
We test each outlet at the inspection and check the fall with water, because a new membrane over a deck that ponds only resets the clock. Where the fall is wrong, tapered insulation or a new cricket goes on the quote as its own line.
A few test cuts tell us whether the insulation under the membrane is wet and how far it spreads. Dry build-up over a sound deck can take a repair or a coating; wet insulation means tear-off, because a coating seals moisture in.
On a replacement we specify a self-adhered secondary water barrier, and a large repair can bring the quarter-roof rule into play. The installation carries our lifetime workmanship warranty and the membrane its manufacturer's, both in writing.

Any exterior change begins with a pre-application meeting with the Town Manager. Work under 300 square feet is reviewed by staff; larger changes go to the Architectural Review and Planning Board, and the third level is the Town Commission. That sequence is settled before the permit is filed.

Each low-slope section is priced from its own square footage and condition, not from a town figure, since we have not yet roofed in Gulf Stream. The price moves with tear-off depth, wet insulation, any added slope, the membrane system, the tie-ins to tile and walls with their metal grade, drains and scuppers, and the permit through Highland Beach.

It can. The quarter-roof rule considers how much of a roof system or section is repaired, replaced or recovered in any 12-month period.
Above a quarter, the roof covering across that entire system or section generally must be replaced or recovered to meet current code requirements. If that system or section was built, repaired or replaced in compliance with the 2007 Florida Building Code or a later edition, only the portion being worked on must meet applicable current code requirements.
We check which applies before we price. A large loggia or pavilion rebuild on top of earlier repairs can push a house past that line, so we measure every section in square feet and tell you where the total sits.
Sometimes, and when it is the right call we say so. A coating works on a membrane that drains, has dry insulation beneath it and has sound tie-ins.
It is the wrong call when water ponds for days, when the joint at the tile or wall has failed, or when test cuts show wet build-up, because the coating seals the moisture in. You see the photographs of the test cuts and the tie-ins on your Gulf Stream roof before choosing.
Because the loggia is a separate roof with a slower drain. On a low slope, water has no gravity helping it off, and the joint where the loggia meets the tile or the house wall does the job a pitched roof does on its own.
When that joint's metal corrodes in the salt air, water enters there and can travel under the membrane before it shows on a ceiling. We open the joint, photograph what is behind it and rebuild it properly.
