    • A programme, not a job

      Replacing roofs across a large community happens over years, in phases, with different buildings reaching the front of the queue at different times. That makes the written specification the most important document in the process, because it is what holds the last phase to the same standard as the first, long after the people who negotiated it have moved on. We write it to be used that way rather than as a covering note on a price.

    • What the allowances have to say

      On a single house a vague decking allowance is a risk. Across thirty buildings it is a budget hole. The specification needs a quantity included per building and a stated rate beyond it, so that a board can forecast the programme rather than discovering the cost of it in year three. The same applies to anything else that varies between buildings: ventilation corrections, flashing replacement and rotten fascia.

    • Phasing over occupied homes

      People live in these buildings while the work happens, and many of them are at home during the day. Sections opened and closed within a working period rather than left exposed, material staged where it does not block a walkway or a parking bay, notice given to affected residents, and a stated plan for weather arriving mid-section. That schedule is part of the tender rather than something worked out on the first morning.

    Our community is re-roofing over several years. What should the contract say?

    Everything that varies between buildings, in numbers. Underlayment coverage. A decking allowance per building with a quantity and a rate beyond it. Edge and valley metal with grades named. What happens to ventilation, flashings and fascia where they need work. And the phasing: how many buildings per period, how sections are opened and closed, and what notice residents get. Those items are what hold the final phase to the standard of the first one.

    Why do quotes for the same programme differ so much?

    Usually because they assume different amounts of the work nobody can see until the old roof is off. A low figure often carries a small decking allowance, underlayment at the perimeter rather than across the deck, or flashings reused rather than replaced. Across one house that is a modest difference. Across a multi-year programme it is a very large one, and it surfaces as extras in later phases rather than as a lower total at the end.

    Can residents stay in their homes during the work?

    Yes, and the plan should be written so that they can do so comfortably. Sections are opened and closed within a working period, material is staged away from walkways and parking, and residents in the affected building are told in advance what to expect and for how long. Noise during working hours is unavoidable. Being surprised by which building is next is entirely avoidable and is a matter of scheduling rather than roofing.

    Does my community have to approve the colour?

    In the gated single-family communities, almost always, and often the profile as well. In the managed villa and building communities the association is generally choosing on everybody's behalf, so the question becomes what the programme specification says rather than what an individual owner prefers.
