A great many houses here were built with board sheathing rather than plywood, and boards have gaps, splits and generations of old nail holes through them. Shingle needs a continuous surface to hold a fastener at its rated pattern, so the usual answer is new sheathing laid over the planks and properly fixed before any underlayment goes down.
It is real work, it is not optional, and it belongs on the quote as its own line rather than appearing as a surprise once the old roof is off and the boards are showing. A quote that says nothing about the deck on a house of this age has priced a different roof.
